*Measures target oil companies, shadow fleet, and financial networks supporting Moscow's war effort.*

**Scores for the source reporting** (0-100, assessing the original journalism this article was written from, not this write-up):

- Trust 70 of 100, higher is better. Two full reports and three digests corroborate the number of sanctions and targets.
- Craft 75 of 100, higher is better. Reports clearly separate facts from comment and provide specific details on targets and their alleged roles.
- Hype 20 of 100, lower is better. Headlines and content are factual and directly reflect the reporting without exaggeration.

- The measures aim to restrict Russia's oil revenues and disrupt supply chains supporting its military production.

The United Kingdom has imposed 38 new sanctions targeting Russian oil companies, shadow fleet tankers, cryptocurrency exchanges, and suppliers of equipment used in Russia’s military production. The UK government stated that the sanctions now cover more than 90% of Russia’s total oil production capacity. The measures aim to restrict Russia’s oil revenues and disrupt supply chains supporting its ballistic missile and drone production, as well as preventing Moscow from circumventing existing financial sanctions.

The sanctions include two Russian oil companies, Zarubezhneft and INK Capital, and 12 additional tankers. These tankers are part of a network used to transport Russian oil while circumventing international restrictions. The package also targets three cryptocurrency exchanges, two payment platforms, and one individual, with three platforms linked to Kyrgyzstan. British authorities suspect these entities have helped Russia bypass financial sanctions. Seventeen individuals and entities involved in supplying goods essential to Russia’s military production, such as machine tools and electronics, are also targeted.

## Disagreement on specific financial entities

The Moscow Times reported that Britain designated five financial entities, including one registered in Canada and three in Kyrgyzstan, as part of targeting Russia’s alternative payment systems and crypto exchanges. United24 stated that sanctions were imposed on three cryptocurrency exchanges, two payment platforms, and one individual, with three of the targeted platforms linked to Kyrgyzstan.

## Omissions in coverage

None of the right-rated digests mention the specific Russian oil companies Zarubezhneft and INK Capital that were sanctioned. The right-rated digests do not detail the UK government's statement that the sanctions now cover more than 90% of Russia’s total oil production capacity, nor do they specify the number of additional tankers sanctioned beyond the 12 mentioned.

## How the sides framed it

### Left

- United24 led on the breadth of the sanctions, detailing their impact on Russian oil companies, the 'shadow fleet', and financial networks. The report highlighted the UK government's stated aim to restrict Russia's oil revenues and disrupt supply chains for military production, including ballistic missiles and drones. It noted that the sanctions now cover over 90% of Russia's oil production capacity and mentioned the targeting of 17 individuals and entities supplying essential military goods. The report also detailed the financial restrictions, including cryptocurrency exchanges and payment platforms linked to Kyrgyzstan, and mentioned the A7 financial network's claimed transactions.

### Centre

- The Moscow Times focused on the sanctions' impact on Russia's oil output, shadow fleet, and finance networks. It quoted the Foreign Office stating that "if you help Russia fund or equip this war, you will face the consequences." The report mentioned the designation of 17 entities and individuals supplying high-priority goods for missile and drone capabilities, and named one sanctioned individual, Alexander Jan Hendrik Tattersall. It also noted the targeting of five financial entities, including one in Canada and three in Kyrgyzstan, and linked the financial measures to a U.S. Treasury crackdown on the A7 shadow banking network.

### Right

- Both right-rated digests, Korrespondent.net and CNBC-TV18, reported that the UK imposed new sanctions against Russia. Korrespondent.net stated the package included 38 natural and legal persons, as well as 12 vessels of the Russian 'shadow fleet'. CNBC-TV18 reported that the 38 new designations were part of Britain's effort to squeeze Russia's ability to fund and equip its war in Ukraine, targeting oil revenue, financial channels, and military supply chains. The dnews.gr digest also mentioned pressure on the Russian war economy, focusing on oil, financial transactions, and military supplies, and noted 38 new sanctions against individuals and companies linked to oil transport, military production, and circumvention of economic sanctions.

**Provisional coverage gap:** left. The watch is not closed, so this is not yet a settled blindspot finding.

## Questions

**What types of entities has the UK sanctioned?**

The UK has imposed 38 new sanctions targeting Russian oil companies, shadow fleet tankers, cryptocurrency exchanges, and suppliers of equipment used in Russia’s military production. This includes two specific oil companies, Zarubezhneft and INK Capital, and 12 additional tankers.

**What is the stated aim of these new sanctions?**

The UK government stated that the measures aim to restrict Russia’s oil revenues, disrupt supply chains supporting its ballistic missile and drone production, and prevent Moscow from circumventing existing financial sanctions. The goal is to squeeze Russia's ability to fund and equip its war in Ukraine.

**How much of Russia's oil production capacity do the sanctions cover?**

According to the UK government, the latest sanctions now cover more than 90% of Russia’s total oil production capacity. This significant coverage is intended to exert substantial pressure on Russia's energy sector.
