**The short version**

- U.S. special envoy Steve Witkoff met Russian President Vladimir Putin in St. Petersburg on October 21, 2026.
- The meeting followed 'positive' talks between Witkoff and Ukrainian President Volodymyr Zelensky in Oslo, according to U.S. Secretary of State Marco Rubio.
- President Donald Trump said he requested the release of American captive Stephen Hubbard from Putin, though it was unclear if this would be raised.
- Witkoff's visit aimed to present proposals developed during the Oslo discussions to the Russian side.

U.S. special envoy Steve Witkoff arrived in Saint Petersburg on October 21, 2026, to meet with Russian President Vladimir Putin. This meeting followed discussions Witkoff had with Ukrainian President Volodymyr Zelensky in Oslo. U.S. Secretary of State Marco Rubio described the Oslo talks as 'positive'.

The trip by Witkoff was part of efforts to address tensions between the U.S. and Ukraine, and to present proposals developed during the Oslo summit. Zelenskyy had thanked Washington for the resumption of U.S. intelligence sharing on Russian strikes following his talks with Witkoff. President Donald Trump stated he had asked Putin to release American captive Stephen Hubbard, but it was unclear if this request would be part of the meeting's agenda.

## Disagreements in reporting

### Left

- Reports from the left-rated outlets focused on the diplomatic efforts to end the war and the positive nature of the talks. The Hindu, in its full report, detailed the friction between Washington and Kyiv, including Trump's diesel-supply deal with Putin and his calls for Zelenskyy to be replaced. It also highlighted Zelenskyy's gratitude for intelligence sharing and his concerns about delays in missile deliveries and the slowdown of the Starshield satellite system. Antena3.ro and Al Jazeera highlighted Rubio's description of the Witkoff-Zelenskyy talks as 'positive' and the intensification of efforts to end the war.

### Centre

- Centre-rated reports from Lindependant.fr and The Express Tribune highlighted the meeting between Witkoff and Putin to discuss the end of the war, following 'very productive and constructive' or 'positive' discussions with Zelenskyy. Lietuvos Radijas ir Televizija confirmed Witkoff's travel to Russia on October 21, citing TASS sources, and noted it followed his meeting with Zelensky in Oslo.

### Right
