**The short version**

- Budget 2026, the second under Prime Minister Mark Carney, has been tabled by the federal Liberals.
- The budget includes an update to the government's immigration levels plan.
- A "productivity mega deduction" is a key measure, projected to cost $36 billion over five years.
- Finance Minister François-Philippe Champagne indicated plans to reduce tax burdens for small and medium-sized businesses.

The federal Liberal government has tabled Budget 2026, the second budget under Prime Minister Mark Carney. The budget aims to address long-standing economic issues and includes an update on the government's immigration levels plan. Finance Minister François-Philippe Champagne has indicated that the budget will also include measures to reduce tax burdens for small and medium-sized businesses. A significant measure announced is the "productivity mega deduction," an incentive for businesses to invest in new equipment and machinery in exchange for upfront tax writeoffs, which is expected to cost $36 billion over five years.

## Disagreement on debt concerns

While the full report from CTV News notes that critics warn high debt costs can crowd out other government spending priorities and limit Canada's ability to respond to future shocks, this specific concern is not mentioned in the digests from other outlets.

## What the coverage left out

None of the left-rated digests mention the "productivity mega deduction" or the specific cost estimate of $36 billion over five years. Similarly, none of the centre-rated digests mention this deduction or its cost. The right-rated digest does not mention the "productivity mega deduction" or the immigration levels plan update.

## Who covered it

Shares of the 36 covering outlets with a published leaning rating:

- Left: 67% (24)
- Centre: 30% (11)
- Right: 3% (1)

3 of 39 covering outlets carried no usable leaning rating and were excluded from those percentages. Coverage measured 2026-11-05T12:28:41.089Z.

## How the sides framed it

### Left

- Thirteen of the 23 left-rated reports focused on the tabling of Budget 2026 as part of a news roundup. These digests indicated that the federal Liberals would outline next steps in their plan to fortify Canada's economy. Several digests, including those from Rocky Mountain Outlook, Coast Reporter, Orillia Matters, Thorold Today, Elliot Lake Today, InnisfilToday.ca, Flamboroughtoday.com, The Lethbridge Herald, SooToday.com, Midland Today, Collingwood Today, Newmarket Today, and Elora Fergus Today, used the headline "In the news today: Liberals table budget, blue wave reaction, Kutryk spacewalk" or similar, suggesting a broader news digest rather than a deep dive into the budget specifics.

### Centre

- All 12 centre-rated reports highlighted the tabling of Budget 2026. Digests from outlets such as BetaKit, VOCM, Narcity, Battlefords NOW, MeadowlakeNOW, CFJC Today Kamloops, Medicine Hat News, Ckpg Today, and The Record indicated that space funding commitments and tax changes could be coming. BetaKit's digest specifically framed the story around what the budget might contain for Canadian tech. Other digests noted that Prime Minister Mark Carney had signalled the budget's focus by choosing a location for its cover.

### Right

- The single right-rated report from The Hub focused on the timing of the budget's presentation, noting that Finance Minister François-Philippe Champagne would present the government's budget that afternoon, hours after the House resumed report stage on the bill implementing the previous year's budget.

**Provisional coverage gap:** right. The watch is not closed, so this is not yet a settled blindspot finding.
