Four federal ministers defended Bill C-39, legislation intended to speed up approvals for major projects, at a House of Commons committee meeting on 19 October 2026. The 243-page bill proposes to fast-track project reviews and create "national interest" zones for pre-approved projects. The government faces criticism from Indigenous, environment, and labour groups regarding the legislation.

Trade Minister Dominic LeBlanc stated that Bill C-39 does not diminish the requirement to consult with Indigenous rights holders, adding that a more efficient process does not equate to a less rigorous one. Transport Minister Steven MacKinnon said the legislation seeks to reduce administrative burdens while upholding safety and environmental standards.

## Criticism of the bill

The Canadian Press reported that labour leaders and union members protested Bill C-39, arguing it would undermine workers' rights to strike. A coalition of First Nations groups has also condemned the legislation, asserting it would weaken environmental oversight and reduce their influence over decisions affecting their territories.
