# Putin spoke with Finnish and Norwegian leaders about Ukraine war

*Leaders discussed options for ending the conflict ahead of planned peace talks.*

**Scores for the source reporting** (0-100, assessing the original journalism this article was written from, not this write-up):

- Trust 42 of 100, higher is better. Two full reports and 32 digests corroborate the call; claims are attributed to the Finnish presidential office.
- Craft 57 of 100, higher is better. Most outlets are digests; two full reports offer detail, but few quote affected parties or explain why the story matters.
- Hype 41 of 100, lower is better. Headlines promise a rare event, but the body of the reporting is largely factual and proportionate.

**The short version**

- Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre spoke by phone with Russian President Vladimir Putin on Tuesday, October 27, 2026.
- The call was prepared in consultation with Ukraine and focused on options for ending the war.
- The conversation followed a meeting in Oslo involving Ukrainian President Volodymyr Zelenskyy, Stubb, Støre, and US negotiator Steve Witkoff.
- Peace talks are scheduled to take place in Abu Dhabi in November.

Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre spoke by phone with Russian President Vladimir Putin on Tuesday, October 27, 2026. The leaders discussed options for ending the war in Ukraine. The call was prepared in consultation with Ukraine. This conversation followed a meeting in Oslo where Ukrainian President Volodymyr Zelenskyy, Stubb, Støre, and US negotiator Steve Witkoff had met.

The Kremlin confirmed that Putin spoke with European leaders and stated that a spokesperson was preparing a statement. Peace talks are scheduled to take place in Abu Dhabi in November.

## Disagreement on the role of US negotiator Steve Witkoff

Novinky.cz reported that the Tuesday call followed a meeting in Oslo involving Ukrainian President Volodymyr Zelenskyy, Stubb, Støre, and US negotiator Steve Witkoff. Ilta-Sanomat stated that Stubb and Støre met Zelenskyy and US President Donald Trump's special envoy Steve Witkoff in Oslo. However, Pentapostagma and news-pravda.com, citing reports, mentioned Witkoff's contacts and his participation in consultations in Oslo with Zelenskyy, Stubb, and Støre, but did not explicitly link this to the preparation for the Tuesday call.

## What the coverage left out

None of the left-rated digests mention the specific date of the Oslo meeting. None of the centre-rated digests mention the specific date of the Oslo meeting. None of the right-rated digests mention the specific date of the Oslo meeting.

## How the sides framed it

### Left

- The left-rated reports led with the direct phone call between the leaders and the discussion of ending the war. Novinky.cz highlighted that Stubb and Støre were acting as representatives of their countries, not Europe, and quoted the Finnish presidential office stating the conversation was "direct and factual." The outlet also noted that the call followed the Oslo meeting. Hot News described the discussion as "rare" and occurring against the backdrop of resumed negotiations. Ynet News, citing Bloomberg, reported that Putin planned "rare Ukraine peace talks" with the Finnish and Norwegian leaders, following renewed US diplomatic efforts. Helsingin Sanomat's digest mentioned Prime Minister Orpo explaining the order of events in Ukrainian peace talks and President Stubb's role.

### Centre

- The centre-rated reports focused on the planned talks and the participants. Bloomberg reported that Putin was preparing for phone talks with Stubb and Støre to discuss prospects for a peace deal in Ukraine, citing people familiar with the matter. Ilta-Sanomat reported that the call was prepared in consultation with Ukraine and that the discussion was "direct and factual," quoting Stubb. The outlet also mentioned that the call's aim was to convey messages about upcoming peace talks directly to Putin, with negotiations scheduled for November in Abu Dhabi. It also noted that Støre was in Helsinki for a Nordic Council meeting and that Stubb and Støre would continue to support Ukraine.

### Right

- Right-rated outlets reported that Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre spoke by phone with Vladimir Putin. The goal of the call, according to Finland, was to convey messages about negotiations directly to Putin. Russian Foreign Minister Sergei Lavrov stated that the leaders offered Putin no new information.
- Some reports mentioned that Putin was preparing for these talks to discuss a peaceful settlement in Ukraine. One digest noted that European countries had failed to contribute new viewpoints on the issue.
- Several digests from news-pravda.com focused on Lavrov's comments about the conflict likely escalating and Europeans attempting to join the negotiation process. These reports also mentioned that after the call, European leaders informed Volodymyr Zelenskyy of the conversation's results.

**Provisional coverage gap:** left. The watch is not closed, so this is not yet a settled blindspot finding.
