**The short version**

- The U.S. Treasury Department lifted economic sanctions against Jorge Rodríguez, president of Venezuela's National Assembly.
- Rodríguez, brother of interim president Delcy Rodríguez, was originally sanctioned in September 2018.
- The Treasury Department did not provide reasons for lifting the sanctions.
- The removal allows Rodríguez access to the U.S. financial system.

The U.S. Treasury Department has lifted economic sanctions against Jorge Rodríguez, who serves as president of Venezuela's National Assembly and is the brother of interim president Delcy Rodríguez. The Office of Foreign Assets Control (OFAC), which is linked to the Treasury, removed Rodríguez's name from its list of sanctioned individuals. The decision permits Rodríguez to access the U.S. financial system.

Jorge Rodríguez had been placed on the OFAC sanctions list in September 2018. His sister, Delcy Rodríguez, was removed from the same list on April 1st. The U.S. Treasury Department has not published any justifications for the decision to lift the sanctions against Jorge Rodríguez.

## Disagreement on context

Some reports suggest the lifting of sanctions is part of a broader rapprochement between Washington and Caracas following the capture of former President Nicolás Maduro. El Diario and Eldiariodechihuahua.mx state this is another sign of rapprochement after Maduro's capture. France24 notes the U.S. President's government withdrew sanctions on Wednesday, July 14, in a move confirmed by the Treasury. Pentapostagma suggests Washington is easing the blockade after Maduro's arrest, seeking to redevelop Venezuela's oil sector. However, other reports, including CartaCapital, robertocavada.com, KEYT, El Pais, www.eldiario.net, and UPI, focus solely on the lifting of sanctions without mentioning this broader context.

## What the coverage left out

None of the left-rated, centre-rated, or right-rated reports printed below mention the specific date of Jorge Rodríguez's original sanctioning in September 2018, although this fact is established by the verified claims. Additionally, none of the right-rated reports mention that the lifting of sanctions allows Jorge Rodríguez to access the U.S. financial system, a detail present in left and centre-rated reports.

## Who covered it

Shares of the 38 covering outlets with a published leaning rating:

## How the sides framed it

### Left

- The left-rated reports focused on the U.S. Treasury Department lifting economic sanctions against Jorge Rodríguez, president of Venezuela's National Assembly and brother of interim president Delcy Rodríguez. CartaCapital, in its full report, stated that U.S. authorities did not publish justifications for the decision, which had been in place since 2018. It also noted that the removal allows Rodríguez access to the U.S. financial system. El Pais mentioned that the Treasury removed the brother of the president in charge from the main list of specially designated nationals. Efecto Cocuyo highlighted that upon removal from the SDN list, property and property interests under U.S. jurisdiction are unblocked.

### Centre

- Centre-rated reports highlighted the U.S. Treasury Department's action to remove Jorge Rodríguez, president of Venezuela's National Assembly and brother of Delcy Rodríguez, from the sanctions list. KEYT described him as a Chavista leader. El Diario and Eldiariodechihuahua.mx framed the move as another sign of rapprochement between Washington and Caracas following the capture of former President Nicolás Maduro. UPI stated the Treasury Department announced the lifting of personal economic sanctions. Investing.com and Reuters used the headline "US lifts sanctions on head of Venezuela legislature." France24 noted the U.S. President's government withdrew sanctions on Wednesday, July 14. Lietuvos Radijas ir Televizija reported that the U.S. has eased sanctions on Rodríguez.

### Right

- Right-rated reports focused on the U.S. lifting sanctions against Jorge Rodríguez, president of Venezuela's National Assembly and brother of Delcy Rodríguez. La Nacion stated the Chavista politician had been sanctioned in 2018 for belonging to Maduro’s inner circle and for collaborating in the “tragic decline of Venezuela.” Reforma and El Diario reported the U.S. lifted sanctions on Delcy Rodríguez's brother as a new step to strengthen ties with Venezuela. Anadolu Ajansı reported Washington's announcement of the designation removal. Clarin noted that while Rodríguez was removed from the list, 254 Venezuelan individuals and entities remain penalized. The Rio Times provided a profile of Jorge Rodríguez, identifying him as Venezuela’s negotiator and power broker who came off the U.S. sanctions list on October 14. Observador mentioned that Delcy Rodríguez's brother had been on the list since September 2018.
