Legal service providers, including the Acacia Center for Justice, have alleged that the contract is linked to demands from ORR for confidential client data. Acacia, which previously held the prime contract for the Unaccompanied Children Program, refused to comply with the demands and lost the contract. HHS stated that Acacia was offered a new contract on the condition it provide data on clients and bill the agency when submitting applications for immigration relief.
