The United States is continuing talks with Ukraine about a licence to produce Patriot interceptor missiles, four sources familiar with the discussions told Reuters. The talks have not stopped, despite President Donald Trump publicly questioning the plan.

Ukrainian President Volodymyr Zelenskyy said on 3 August 2026 that Kyiv had run out of Patriot missiles. He said only one of 27 Russian ballistic missiles fired that day had been shot down. Zelenskyy had spoken to NATO Secretary General Mark Rutte about securing more air-defence interceptors.

Washington’s envoy to NATO, Matthew Whitaker, visited Kyiv last month to discuss options for Patriot missile cooperation. The options include building Patriot components in Ukraine and sending them to Germany for final assembly, adding Ukraine to an existing US-European Patriot interceptor programme, and letting Kyiv build a cheaper version of the PAC-3 missile, the sources said.
