A Texas law firm with ties to the Trump administration declined a $150 million federal contract to represent unaccompanied migrant children in U.S. custody. The Office of Refugee Resettlement, part of the Department of Health and Human Services, confirmed on 12 August 2026 that the Burke Law Group had not applied for the contract and had not been awarded any grant.
The federal government announced plans last week to award the contract to the Burke Law Group, a Houston-based firm with fewer than 30 lawyers. Only two of its lawyers had relevant immigration experience, according to the firm’s website. Marcella Burke, the firm’s founder, served in the Environmental Protection Agency and the Department of the Interior during the Trump administration.
The previous contract, held by nearly 100 providers, expired at the end of July. Approximately 1,800 children were living in shelters and about 22,000 facing deportation were living with outside sponsors, according to legal service providers. A temporary $20 million contract was awarded to the U.S. Committee for Refugees and Immigrants through the end of the year.
The Burke Law Group published a statement on social media on 11 August 2026 saying it had considered applying for a “small portion” of the contract but did not explain why it decided against it. The Office of Refugee Resettlement did not provide a reason for the firm’s decision.
